[+] FANTASY BUDGET - CHANCE OR CHANCELLOR?

As the Chancellor of the Exchequer contemplates his annual budget
statement - scheduled for March 17th - teenaged tax experts
from
schools around the country are making their own calculations
in
anticipation of Bournemouth University's Fantasy Budget competition.
The Fantasy Budget is organised by the University's School of
Finance & Law and has something of a reputation for throwing
up a
range of carefully considered proposals - many to equal those
that
spring from the Chancellor's red briefcase.
In previous years, the would-be Chancellors have proposed:
- tax on people with beards
- a tariff on computer games in an attempt to improve the social
lives of children
- rewards / tax breaks for people who donate blood or body parts
- the introduction of toll booths on county borders to encourage
public transport and decrease pollution in the countryside
- increase tax on alcohol and cigarettes to pay for new
gyms/leisure centres in poorer areas of the country
- reduce income tax for those taking up less popular jobs, ie
nursing, social work, teaching, etc
- new tax to encourage manufacturers to reduce unnecessary
packaging
- decrease tax on diet/low fat foods and similar products to
improve the 'climate' for health eating
- extra tax on companies that exploit the third world
- extra tax on people who are to blame for causing accidents
The pupils with winning ideas this year will make a trip to
the
Houses of Parliament in London for lunch and prize-giving.
Bournemouth University's tax experts are available for interview

Hansard Society online consultation for the Science & Technology
Committee
An innovative online consultation into human reproductive
technologies and the law is currently underway at
www.tellparliament.net MPs are calling for a public debate about
human cloning in the light of recent advances in cloning
technology. The consultation has a specific thread dedicated
to the
topic that asks what issues does human cloning raise? Does this
bring the prospect of reproductive cloning any nearer? Is there
a
danger that licences will be sought to export cloned embryos?
Does
it really matter? If human reproductive cloning can be proved
safe
and with a high chance of success, what are the ethical reasons
for
preventing it? This is the first time that an online consultation
has been used in advance to set the terms of reference for a
Committee's inquiry. People from all walks of life are invited
to
give their opinions and expertise and help set the tone of the
inquiry. The online consultation runs until March 19, 2004
The Hansard Society, an independent charity expert in the
moderation and evaluation of online parliamentary consultations,
has been commissioned by the Science and Technology Committee
to
run the forum which will establish the key issues for the
Committee's inquiry into the future of the 1990 Human Fertilisation
and Embryology Act. The Committee will consider whether to invite
contributors to the online consultation to give oral evidence
at
the House of Commons.

[+] YOUNG PEOPLE IGNORANT ABOUT ASYLUM ISSUES

Hansard Society HeadsUp forum shows need for education on asylum
issues
Students who participated in a recent online debate showed
considerable confusion about asylum issues resulting in polarised
arguments. This is the key finding from the latest Hansard Society
HeadsUp debate 'Asylum-seekers: Are they getting a fair deal?'
The summary report containing the findings from the HeadsUp
online
forum is now available. Some students were unwilling to empathise
with asylum-seekers, whilst others were keen to welcome anyone
in
need. It is apparent that confusion over facts and definitions
was
at the root of the students' inability to consider other
perspectives.
The report strongly recommends that young people must be educated
on the varying dimensions that constitute the asylum issue.
Although a resource like HeadsUp can help, there must be a
co-ordinated effort between those with shared responsibility
for
young people - and Parliament and Government must take the lead.

[+] BREAKFAST AND BED TO REMEDY A HANGOVER

Little Chef reveals the differences in how men and women cope
with
a hangover, and what cure, if any, guarantees to get either
one
back on the straight and narrow the morning after.
Little Chef surveyed its customers to try and discover what
really
gets them over the morning after the night before.
Unsurprisingly, Little Chef discovered a real split between
the
boys and the girls in the satisfaction stakes.
According to the survey, more than 50% of blokes find a bit
of
action between the sheets followed by a full English breakfasts
their most satisfying hangover remedy.
Women are less perky with a hangover 15% start with a
headache
pill, 65% go for a big breakfast (10% of these choose a vegetarian
breakfast), only 2% can manage passion in the morning. The other
18% cant even make it out from under the covers.
Hangover cures are becoming more advanced these days
with
remedies to take before, during or after you drink, comments
Ann
Elliott, Marketing Director for Little Chef. But some
of the more
traditional methods, that may not have the scientific ingredients
to cure-all, still top the satisfaction polls and are seen as
a bit
of a naughty treat when youre feeling low.
Nookie and bacon score highly as the most satisfying hangover
remedy coffee and headache pills have their place, according
to
Little Chef, but failed to score highly in the survey.
Overall, the survey revealed that men are happier with a hangover
and find it easier to deal with than women do.
So its one to remember if youre planning to romance
your love
with a champagne fuelled evening perhaps you should consider
breakfast in bed?

Liesel Annible is a fraud expert. She is Litigation Support
Director of Bentley Jennison Chartered Accountants in Leeds
and is
also UK President of the Association of Certified Fraud Examiners
and a member of the national Fraud Advisory Panel ( the independent
body of volunteers drawn from the law and accountancy, banking,
insurance, commerce, regulators, the police, government departments
and public agencies founded in 1998 by the Institute of Chartered
Accountants)
She is very experienced at speaking in public, often called
as an
expert witness in fraud cases and could offer an interesting
slant
on accountancy not necessarily being a 'grey job'.
She works closely with the police and other agencies on identifying
financial crime and as the introduction of the Proceeds of Crime
Act grows ever nearer is very involved in training colleagues
in
the detection of crime and their responsibilities under the
new
money laundering legislation. Recently she was instrumental
in
organising a lecture visit to the UK by the main (female) Enron
whistle-blower - and interestingly observes that - although
she is
without full statistical data - it seems that the majority of
whistle-blowers and also of fraud investigators are women.
She would make a very interesting and lively guest perhaps on
a
business programme or in a career based slot on what women are
doing in the workplace or to counter the 'boring'image of
accountants. She is also a keen amateur theatrical, and has
planned
a trip to study flamenco dance in Granada.
